tough one, we don't really know enough about either at the NHL level to definitively say. they both have good situations to grow and develop.
i'm going with giroux.

I'd go with Giroux.
Briere is already on record as saying he'd love to play with him and has praised his talent. Odds are he starts the season with Carter at Center and either Knuble or Upshall at the other wing.
I understand Boedker has looked great with Turris in the camps over in Phoenix, but his upside doesn't compare with Giroux's.
Phili is crowded with very good young forwards, but Giroux will make room quickly.
