Radulov: Sept 1st deadline means what, exactly?

This September 1st deadline to "do the right thing" and return to the Preds seems to be an admission that there is really very little that the NHL or IIHF can actually do, aside from desparately appealing to his sense of loyalty, guilt, whatever.
I have some posts that indicate that this statement will somehow force his hand, but I see it doing the exact opposite and basically letting him off the hook. I still own Rads and may be able to move him for Vermette, which I would do in a heartbeat, BUT, I don't want to miss the boat here. Is there any chance that he will somehow return, given this statement, or he as done as I think he is?
Sorry to beat this thing into the ground, but as a contender this season, I want to make the right move here.

I feel the same pain. My guess would be that he is as good as gonzo. He won't return to the NHL for very long time if he leaves this contract.

The deadline was a move by the management to make it look like they were fair and tried to bring Radulov back.
It doesn't matter though. He was gone a long time ago and has already played. The bridges have been burnt to the ground by now.
